U.S. energy regulators have issued an order amending standard interconnection agreements to require new generators to install, maintain and operate a functioning governor or equivalent controls capable of primary frequency response as a precondition of interconnection. The Federal Energy Regulatory Commission's Order No. 842 also amended the pro forma interconnection agreements to include certain operating requirements including maximum droop and deadband parameters, and sustained response provisions.
As described by the Commission, reliable operation of an alternating current grid requires maintaining system frequency within predetermined boundaries above and below 60 Hertz.
Frequency response describes an interconnected
grid’s ability to arrest and stabilize deviations from this predetermined range of frequencies after a sudden loss of generation or load.
Historically, the U.S. grid's primary frequency response capability came from baseload synchronous generators such as coal-fired power plants. But many such plants have retired in recent years, with further retirements expected. In 2016, the Commission noted that shifts in the portfolio of U.S. electric generators meant fewer resources could likely provide primary frequency response, especially if new variable energy resources
such as wind and solar did not provide this service. In response, it opened an inquiry into what primary frequency response reforms it should make.
On February 15, 2018, the Commission issued its Order No. 842 revising its regulations to require newly interconnecting large and small generating facilities, both synchronous and non-synchronous, to install, maintain, and operate equipment capable of providing primary frequency response as a condition of interconnection. The final rule also amends the Commission's pro forma interconnection agreements to include
certain operating requirements including maximum droop and deadband
parameters, and sustained response provisions. It provides exemptions for nuclear power plants and some combined heat-and-power plants.
These requirements will apply to most newly interconnecting generation facilities that execute, or request the unexecuted filing of, an LGIA or SGIA on or after the rule’s effective date, as well as to existing large and small generating facilities that take any action that requires the submission of a new interconnection request that results in the filing of an executed or unexecuted interconnection agreement on or after the effective date.
In a press release, the Commission said its action was
intended to address "the increasing impact of the evolving generation
resource mix." Commissioner LaFleur made a separate statement
in which she noted that while decreases in the nation's portfolio
percentage of synchronous generation have contributed to declining
frequency response performance, "recent technological advancements have
enabled new non-synchronous generating facilities, such as wind and
solar, to cost-effectively include primary frequency response
capabilities in their facilities." Improved inverters and battery storage are among these innovations.
The Commission has also recently noted the potential of electric storage resources to provide frequency response and other services. Its Order No. 841 is designed to remove barriers to the participation of electric storage resources in wholesale markets operated by regional transmission organization and independent system operators, including markets for frequency response.

Maine Governor Paul LePage has released his 2016 State of the State remarks in the form of a letter to the state legislature. Among his top
priorities detailed in the letter is addressing the high cost of electricity in the manufacturing and industrial sectors. The eight-page letter also focuses on themes including welfare reform, lowering the income tax, reducing student debt and attracting youth, and fighting the drug crisis.
Energy issues appear in Governor LePage's letter as a focus for -- or obstacle to -- economic development. In the letter, he repeats his position that "Maine's electricity prices are not competitive." The letter criticizes legislative mandates supporting "long-term contracts for above-market rates" as adding $38 million in ratepayer costs.
The letter also addresses Maine's renewable energy policy, calling for support for Maine's biomass energy industry while criticizing the economics of wind and solar energy projects:

Socialists love to subsidize new wind and solar energy projects because they think it will save the earth, but that kind of expensive and inefficient energy benefits only a few wealthy investors, and our electrical generation is already one of the cleanest in the country. Instead, let's support the existing Maine-based biomass infrastructure that is already in place to take advantage of our plentiful natural resource: wood.Indeed, references to socialism and socialists appear twelve times throughout Governor LePage's 2016 State of the State letter. (A reference to Senator Bernie Sanders' candidacy for President?)

Meanwhile, my Administration continues to make progress working with other New England states to expand hydropower and natural gas into our region. Right now there is construction underway to expand our pipelines into New England, and clean and affordable hydropower is right next door in Quebec. It's time to switch off expensive energy. We must plug into the affordable reserves of nearby natural gas and hydropower. We must be willing to transmit hydropower to the states south of us.These themes of energy infrastructure investment echo those playing out elsewhere in the Northeast U.S., as states explore expanded connections to natural gas from the Marcellus shale and Canadian hydropower.

The Maine Legislature's energy committee has just declined to change the state's ten year commitment to renewable power.
On Monday, I noted that Governor LePage's energy bill, LD 1570, proposed to freeze Maine's renewable portfolio standard. His stated intent was to lower the cost of energy to consumers.
Further analysis suggested that the cost of the renewables law was far smaller than its economic benefits, and that deviating from the stable increase in renewable power would send a market signal to developers that they cannot count on revenue from Maine renewable energy credits. Project developers, energy consumers, and environmentalists decried the proposal as "stepping over dollars to get to nickels".
This afternoon, the Joint Standing Committee on Energy, Utilities and Technology voted unanimously to pass a significantly pruned version of that bill. If enacted, the revised LD 1570 would not deviate from Maine's annual 1% increase in the sourcing of renewable energy. Rather, the bill calls for a study of the costs and benefits of Maine's renewable portfolio standard.

Quick update today. In Massachusetts, candidates for governor are debating the merits of offshore wind including the Cape Wind project.
President Obama declares his clean energy policy will create 800,000 jobs by 2012.
Wildly large numbers coming out of an Ontario, Canada feed-in tariff: the Ontario Power Authority is lowering the rate paid to some landowners with ground-mounted solar panels to 64.2 cents per kilowatt hour from the original 80.2 cents. I will look more into this soon.
